NOTICE OF RACE M32 MEDITERRANEAN SERIES 2017, ACT 1 - MONTE CARLO


1 ORGANISING AUTHORITY 
The Organising Authority will be BPSE Sport & Events and Yacht Club Monaco.


 2 RULES
    2.1  The regatta will be governed by the rules as defined in The Racing Rules of Sailing – M32 World Edition. National prescriptions that apply will be posted on the Official Notice Board.
    2.2  Changes to the rules have been approved by World Sailing in accordance with RRS 86.2. A copy of the approval letter will be posted on the official notice board.
    2.3  Racing will be umpired.
    2.4  The OA may change and/or amend rules during the series to complete tests of different styles andformats of racing.
    2.5  The 2017 M32 Class Rules will apply.
    2.6  Nothing in this Notice of Race or any other governing document relieves the boat or her crew of the responsibility to comply with the International Regulations for the Prevention of Collisions at Sea or any other local regulations.
    2.7  If there is a conflict between languages the English text will take precedence.

3  SCHEDULE, VENUES AND RACING AREAS
Event 1 Monte Carlo
Friday April 7: Registration and weigh in 9-10, Skippers and Safety briefing 10, racing 12-16 Saturday April 8: Skipper briefing 10. Racing 12-16
Sunday April 9: Skippers briefing 10 Racing 12-15, prize giving immediately after racing

4  ADVERTISING
    4.1  Boats may be required to display bow numbers and/or advertising chosen by the OA. Bow stickers may cover inside and outside of both hulls.
    4.2  Boats may be required to carry event advertising on the forward part of the boom.
    4.3  Boats are required to carry a national flag on the mainsail as shown in the Flag Appendix.
    4.4  Boats are not required to display national letters or sail numbers. This changes G.1.1(b) and (c).

5  HOT SEAT GUESTS
The Race Committee (RC) may request a boat to carry a hot seat guest during races.
 
6  ELIGIBILITY AND ENTRY FEES
    6.1  The M32 Series is open to M32 Catamarans. The OA may restrict the number of entries.

     6.3  The entry fee for each event is EUR 700.
     6.4  The World Sailing Classification code will not apply.
     6.5  Where applicable skippers are required to hold a valid MNA racing license.


7 CREW LIMITATIONS AND SAFETY
     7.1  The number of crew (including the skipper) shall be 4 or 5.
     7.2  Crewmembers, including the skipper, may be changed with RC approval. The number of crew shall stay the same throughout an event but may differ at events within the series.
    7.3  The maximum total crew weight, determined prior to racing shall be 350kg, when wearing at least shorts and shirts. While racing a maximum of 300kg of crew weight may be on a rack at any one time. This modifies Class Rule C 2.1 a and b.
     7.4  While racing all crew shall wear a personal floatation device to the minimum standard ISO 12402-5 (CE 50 Newton), or USCG Type III, or AUS PFD 1, or EN393.
     7.5  Unless advised by the race committee all crew are required to wear a helmet to the minimum standard of CE EN 1077/1078/1385, ASTM 2040, or Snell S-98 and with at least 300 square centimeters of the exterior surface a high visibility color.
     7.6  While afloat all crew shall carry a knife that is capable of being deployed using one hand.

8 SAIL LIMITATIONS
     8.1 The RC may require that while racing the mainsail is reefed and may limit the use of the gennaker.

9 RACE FORMAT AND COURSES
     9.1  Fleet races on courses that will contain upwind, downwind and reaching legs. One day may include one or more distance races.
     9.2  The format may contain races in groups and finals.
     9.3 The OA may change the format at their discretion.

10 SCORING FOR THE SERIES
     10.1  High point scoring. The winner of each event receives 12 points, 2nd 11points and so on.
     10.2  All event scores will count towards the series score.
     10.3  The final event will award double points.
     10.4  Ties will be decided in favour of a boat’s result in the final event.
     10.5  The scoring system for individual events will be described in the Sailing Instructions (SI).

11  SAILING INSTRUCTIONS
SI and a detailed schedule will be available to entered teams.

12  PRIZES
Prizes will be awarded for each event and for the series.

13  BERTHING
Boats shall be kept in their assigned areas which may change from day to day.

14  MEASUREMENT
Boats may be inspected at any time by the RC.

15  COACH BOATS
    15.1  Coach boats shall conspicuously display identification of the team being coached. A coach boat is any boat that is under the direction or control of a person gathering information or giving material support for the benefit of particular competitors either on the water or off.
      15.2  The OA will not provide berths for coach boats.
      15.3  Any interference by a coach boat with the racing or event organisation may result in a penalty applied at the discretion of the Protest Committee (PC) to the associated boat and/or crewmembers.
 
16 RISK STATEMENT
    16.1 Competitors participate in the regatta entirely at their own risk and they are reminded of the provisions of RRS 4, Decision to Race. Racing an M32 is by its nature an unpredictable sport and therefore involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that:
  • (a)  They are aware of the inherent element of risk involved in the sport (and these events in particular) and accept responsibility for the exposure of themselves, their crew and any boat supplied to them to such inherent risk whilst taking part in the event;
  • (b)  They are responsible for the safety of themselves, their crew, their supplied boat and their other property whether afloat or ashore;
  • (c)  They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions;
  • (d)  By participating in any race, they are satisfied that any supplied boat is in good order, equipped to sail in the event and they are fit to participate;
  • (e)  The provision of a race management team, safety boats, umpires and other officials and volunteers by the organiser does not relieve them of their own responsibilities;
  • (f)  The provision of safety boat support is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances;
  • (g)  They have considered their own personal insurance position and are satisfied they have adequate cover for the event.

17 INSURANCE
Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EUR 1,000,000.00 per incident or the equivalent if expressed in other currency. Proof of insurance shall be provided upon request.
